Insulation grants are funded by all UK Energy Suppliers with more than 50,000 customers (domestic households), these are British Gas, NPower, E.ON, EDF, Scottish Power and Scottish & Southern Energy.
Energy companies are contracted to provide funding as part of a wider obligation placed on them by the Government to reduce household emissions across the UK.
CERT, or Carbon Emissions Reduction Target, ensures the UK meets it’s statutory carbon reduction target by 2020. In providing assistance to households in the form of energy grants, significant reductions in CO2 emissions can be made, helping the country to meet this target.
As the most immediate and cost effective way to maximise energy efficiency in a home is through cavity wall and loft insulation, it is not suprising that 62% of CERT funding has been allocated to these. The Government has also now agreed to extend this funding to 2012.
Ministers are planning to penalise poorly insulated homes in the form of higher stamp duty, it was announced yeseterday. The scheme is part of the Government’s wider target to reduce UK’s carbon emissions by 15% by 2020.
Insulation grants not being claimed
The Government is said to be concerned that homeowners are still not taking advantage of insulation grants to help increase the efficiency of their home. It is thought this latest tax on poorly insulated properties is designed to encourage the 3 million+ homes yet to apply for a cavity wall or loft insulation grant, to do so soon.
Green loan
The umbrella ‘Green Deal’ scheme is also in development, whereby the government would funds improvements to a home’s energy efficiency, for which the homeowner would pay-back from savings on their energy bills. It is thought this could cover cavity wall insulation, loft insulation, double glazing, and also renewable energy sources such as solar PV and wind power.
Whilst details are still sketchy, homeowners who do not take up the Green Deal scheme could be liable for a 0.5 rise in stamp duty, according to The Times.
Forcing homes to insulate
This is the latest in a line of plans to ‘force’ households to increase their energy efficiency, and looks to replace previous ideas such as banning the sale of property unless adequate insulation was in place.

Households are being encouraged to claim their insulation grant now while waiting times are low, and avoid any such penalties planned for the future.

Applying for an insulation grant
- Answer the three questions at the top of every page of this web site. This will assess how much of a grant you are eligible for.
- Next, fill in your contact details and provide any additional information you’d like to provide, e.g. “I am applying on behalf of someone else”, “my loft was insulated around 10 years ago but now needs topping up”, “please only call after 6pm” etc.
- Based on all the details you’ve entered so far, we will assess the most suitable insulation contractor in our network to contact you, based on your location and grant eligibility. All of our insulation contractors are approved, professional and very highly rated.
- The contractor will contact you at the time you’ve specified to discuss the information you’ve entered. They will be happy to answer any questions you may have about cavity wall grants, loft insulation grants, installation etc, and explain the whole process to you. If you choose, you can then arrange for a free survey of your home to ensure that it is suitable to receive either cavity wall insulation, loft insulation, or both.
- If you have opted to do so, the contractor will visit your property to assess it’s suitability for receiving the insulation. They will carry out their assessment based on the property’s location, wall construction, access to loft space, susceptibility to harsh weather conditions, any signs of damp, and more.
- The contractor will then notify you of the outcome of the survey. If you qualify for a 50% grant and the survey is successful, you will then be able to arrange for the work to be carried out. This can usually be arranged within 7 days, but depends on the schedule of the insulation company. If you qualify for the full 100% grant, the current waiting time is around 3 months, but this depends on your location. The contractor will be able to give you a more precise estimate.
As the landlord of a property (or properties), you can apply for an insulation grant on behalf of your tenant for cavity wall and/or loft insulation. It is the occupier of a property who will qualify for the grant, however you can still apply on their behalf.
If your tenant is on benefits, or are over 70, there is nothing to pay and you can insulate your property for free. If these do not apply to your tenant, then a cost of around £200 will apply for either loft insulation or cavity wall insulation. Technically, as the occupier of the property, the tenant is responsible for this cost. However, there is no legal obligation for them to do so, and so this may fall upon the landlord.
There are many benefits to installing insulation in your tenanted properties.
- Your property becomes more desirable to both future tenants and buyer.
- Tax benefits exist to help you fund the cost of insulation, if applicable.
- The insulation grant is based on your tenants circumstances, not yours.
- Cavity wall insulation will last for a minimum of 40 years.
- Helps to increase the value of your property.
